Guatemala's indigenous peoples live one hour dramatic: their territories are increasingly invaded by mining companies and mega infrastructure projects, while the government seeks to curtail their right to consultation and free, prior and informed consent, and the brutal evictions in their communities, involving police, military and paramilitary (private security ") multiply, leading to the criminalization of the most severe. The Coordinator Andean Indigenous Organizations - IOTC expresses its rejection of all violations of the rights of our indigenous brothers from Guatemala and demands to end its criminalization and violent evictions. We also urge the international community to express their active solidarity with the indigenous peoples of Guatemala, whose manifesto delivered here:
MANIFESTO OF THE PEOPLE OF GUATEMALA
Given the different acts of violation of individual and collective rights of indigenous peoples of Guatemala, as well as the government's intention to regulate the consultations, the intensification of the evictions, the criminalization of social struggles, criminal prosecution and intimidation of those leaders of the communities we defend our territories
DECLARE:
1. From our beginnings more than 5.127 years of coexistence, we have designed and built our instruments of consultation, consensus and decision making in our territories as a whole, articulated in the Council's practice organization and ancestral system. This regulation is written in our minds and daily exercise, head and heart, based on our worldview and developed an ethical-political, which brings the cosmos: land, nature, people and culture, supported on principles of harmony, balance, solidarity, complementarity.
2. Our total rejection of the Consultation Regulations submitted by the Executive on 23 February this year, because it restricts and distorts the spirit of the law to the consultation of the people, ignoring the ancestral mechanisms of decision, territoriality and self-determination, and other fundamental rights enshrined in ILO Convention 169, the United Nations Declaration on the Rights of Indigenous Peoples and other international instruments on human rights.
This taxation is a clear manifestation of the racist state, excluding colonizer, authoritarian, which has historically stripped our territories in complicity with national and transnational corporations.
3. We demand compliance with the precautionary measures issued by the IACHR, which oblige the State to close operations of the Marlin Mine in San Miguel community and the cessation of operations in San Juan Sacatepéquez Cement, Hydro Palo Viejo San Juan Cotzal that have violated the peace, harmony, causing conflict in our communities, facing each other brothers. And the cancellation of all mining licenses, exploration of iron in the Pacific coastal area, and hydroelectric plants that threaten our territory, west, east, central and northern Guatemala.
4. A halt to the eviction and persecution that our brothers are suffering in the valley Q'eqchí Polochic, because they are unfair and violate the right to land, food and territory. We also require clarification and condemn the perpetrators and instigators of the crimes and damages.
5. We also call for an end to the criminalization of social struggles in defense of mother earth, manifested in repression, prosecution, incarceration and re-militarization of our territories as the cases of our brothers of the Ixil people, communities of San Kakchiquel Juan Sacatepéquez, Mam village of San Miguel community, Area Uspantán Queen, the Q'eqchi in the Valley of Polochic, Q'anjob'al of Santa Cruz Barillas, San Cristobal Verapaz brothers, among others.
6. The people of Guatemala and the international community solidarity and monitoring request in the fulfillment of our rights under national and international regulations, as well as the proper law and history.
